# Counselling Rules — Global Edge

This replaces a D2C “commerce-rules” file. Global Edge does not run a product cart.

## 1. Allowed agent actions

## 2. Forbidden agent actions

- Guarantee admission, visa, PR, FMGE pass, or a seat  
- Submit university applications, pay invoices, or file visas without explicit contemporaneous human approval in-thread  
- Invent counselling fees, scholarships amounts, or “limited seats”  
- Collect unnecessary identity documents in chat

1. Answer the question (40–60 words) with sources
